One place you always see hand tools are yard/rummage sales. They sit there and some people find the gems but many times the stuff is left over for the dumpster.
How bad can a hammer be that someone couldn't use it?
I've picked up great tools this way. Wrenches/sockets/even an old fashioned wood stapler this way.
Not sure what's needed, or logistically how to make it a go...just sending it your way.
